Here is an overview of the LEGO Ninjago City Docks (70657) set next to the LEGO Ninjago City (70620) and laid out in my LEGO city.

Both sets are placed across my custom LEGO beach and the landscaping of the water in front of the Ninjago sets has yet to be done. This is will done by the next city update.

The idea behind the layout is that the Ninjago City Docks and Ninjago City represent an Asian Town and is deliberately set away from the rest of the LEGO city that is of a different architecture and feel. The body of water separates two parts of town in a logical way and gives a very textured look to the overall city.

This video includes a brief review of the Ninjago City Docks and a look at all the interiors.
